Ripley was truly founded when the
Starcher Mill was built there in 1824. However, it wasn't until December of 1832 that the general assembly was petitioned to give the town a name and grant a charter to govern it.
The request was granted 14 days later and a charter designated the town as "Ripley" to honor Harry Ripley, a minister who drowned in Mill Creek. Trustees governed the town until 1852 when a council and mayor were elected. A post office was established in 1832.

Up until that year, settlers had to rely on old Indian trails and rudimentary packhorse trails to get around the region. It was after Ripley got its name that the first real road was constructed in Jackson County that very same year. It ran from Ripley to Millwood and greatly aided in the town's expansion.
The area is served by 3 elementary schools, 2 middle schools and 2 high schools plus smaller private schools. Jackson County is also the home of a higher education center in the form of West Virginia University at Parkersburg. It offers students a blend of certificate and associate programs as well as select bachelor's degrees.

Ripley is home to the Jackson General Hospital, where the skilled medical staff is committed to providing the highest level of quality health care using only the latest in state-of-the-art medical equipment. In addition to standard medical, surgical and emergency facilities, it contains a radiology center and a testing laboratory.
Ripley is known for the largest 4th of July celebration in the state and has been featured as the "largest small town celebration" in America on the NBC TODAY Show. Other annual events include the 2-Mile Firecracker Road Race, the Jackson County Quilt Show, the Festival for Children, Miss Ripley 4th of July Pageant, the Mountain State Art and Craft Fair and more.
Ripley also features various economic, social and business events as well as an outstanding quality of life.
Many lakes and forests offer fishing, hunting and hiking. Seven lakes in Jackson County offer great opportunities for fishing and boating with some 500 acres of water. The Ohio River also borders Jackson County for over 20 miles.
A wildlife management area offers deer,turkey, fox, rabbit, squirrel, raccoon and quail on 3,300 acres of public hunting land.
You'll also find 3 public golf courses, 4 parks, numerous playgrounds and athletic fields plus tennis and basketball courts.
The average winter temperature for Ripley is between 17 to 40 degrees with light snowfalls. The summer average temperature ranges from 62-85 degrees.
